2.****公司三号井田45万吨/年项目是由国家发改委、新疆自治区发改委审批的自治区煤矿“十三五”发展规划的库尔勒市塔什店矿区三号井田改扩建项目。项目建设地址:库尔勒市塔什店镇的三号井田(原新疆****三、五号井整合井田内);新疆巴州人民政府、库尔勒市人民政府批复的本项目开发业主是:新疆****有限公司。自治区自然资源厅批复的三号矿井矿区面积4.826km2,开采深度+1143m-+100m。<\/p> 3.2020年12月29日塔什店矿区三号矿井项目取得了新疆自治区发改委“关于塔什店矿区三号矿井(原****三、五号井整合)改扩建项目核准的批复”(新发改批复[2020]211号),项目代码2020—652801—06—02—047301,建设规模是45万吨/a,矿山属于地下开采煤矿。<\/p> 二.矿山交通位置<\/p> 1.三号矿井位于库尔勒市塔什店镇以西6km处,行政区划属库尔勒市管辖。南距库尔勒市22km,距塔什店镇公路5.5km,北距焉耆县35km。<\/p> 三号矿井地理坐标为:东经86°13′23″~86°15′24″;<\/p> 北纬41°50′14″~41°52′08″。<\/p> 三号矿井中心地理坐标:东经86°14′24″,北纬41°51′11″。<\/p> 2.交通:南疆铁路(含:环塔里木盆地铁路)、格尔木-库尔勒铁路、和库高速公路、218国道等均从塔什店镇及附近通过,三号矿井东距南疆铁路塔什店火车站约8km(此站有专用煤炭线路和装车货台);三号井田及三号矿井工业广场至塔什店镇有柏油公路和矿山专用公路相通。库尔勒市城市公交11路车直通****公司生活区,每日早8:00--下午20:00是运行时间,发车间隔15分钟-20分钟。矿井及矿区交通非常便利。<\/p> 2.库尔勒市城市居民自来水供水管线途经塔什店镇,并在塔什店镇建有自来水厂,矿井生活及生产用水由塔什店镇水厂来解决。<\/p> 3.矿区通讯:中国移动、中国联通、中国电信的无线网络、光缆等都已全部覆盖了本矿井范围。<\/p> 4.矿井生产建设所需材料如:砂石料、钢材、水泥、砖、木材等均可由库尔勒市、塔什店镇采购,供应渠道畅通。<\/p> 5.库尔勒市塔什店镇有天山股份公司水泥厂、山东三川公司水泥厂、兵团青松绿源公司水泥厂等三家水泥厂,年生产水泥在300万吨以上。<\/p> 6.库尔勒市塔什店镇有5家新型制砖建材厂、焉耆县七个星镇(距离塔什店矿区有3km)有10家新型制砖建材厂(新型旋转窑生产空心砖建材厂),这些新型制砖建材厂的制砖原料主要是煤矸石(含洗煤厂的煤泥)、页岩和粘土矿,其中煤矸石(含洗煤厂的煤泥)占制砖原料的30%--35%,目前塔什店矿区煤矿的矸石都被这些新型制砖建材厂收购作为生产原料。<\/p> 7.库尔勒市塔什店镇有2所公立幼儿园、2所公立学校,职工的子女达到入学年龄均可以就近在塔什店镇有2所公立学校上学,其中兵团二师华山中学塔什店分校是库尔勒市的优质学校,在此学校就读的学生可以优选报考兵团二师华山中学(兵团二师华山中学是新疆自治区名校),塔什店镇辖区煤矿的子女多在兵团二师华山中学塔什店分校就读。<\/p> 8.库尔勒市塔什店镇有泰安家园小区、天山纸业小区、2个农贸市场、邮局、库尔勒银行、塔什店镇人民医院、中石油加油站(内有LNG/CNG加气)、中石化加油站(内有LNG/CNG加气)及其他公司加油站(内有LNG/CNG加气)等公共设施,煤矿职工可以在泰安家园小区购房,公司也计划在泰安家园小区购置公房,用于职工宿舍,此小区距离三号矿井工作地点有4.0km,煤矿职工在塔什店镇生活非常便利。<\/p> 9.巴州一直是严重缺煤地区,据巴州发改委历年统计汇总,巴州地区每年都要从阿克苏地区、吐鲁番市、哈密市、昌吉州等地市调运200万吨以上煤炭。<\/p> 10.三号矿井从2010年开始形成以综合机械化采煤和掘进的生产工艺,三号矿井内8、9-3、10-2、10-4、13号煤层,煤种均为长烟煤+气煤(以气煤为主),煤质属于低硫、低磷、低金属(Fe2O3)的优质高发热量的煤炭,可作为动力用煤、配焦煤、冶炼硅煤和化工用煤,还是良好的工业锅炉和民用燃料。三号矿井历年销售煤炭主要用作冶炼硅的煤炭,是属于在疆内、外冶炼硅煤炭市场的抢手煤,供不应求,煤矿早已形成了独立而稳定的销售市场,同全国各地的冶炼硅生产企业建立了良好的供销关系,有良好的需求市场,正常生产出的冶炼硅煤炭全部销售,长年处于供不应求,计划供应,先付款签订供货合同,再发货的销售态势。目前在塔什店煤矿的冶炼硅煤炭平均售价在1000元/吨(2008、2009、2010年冶炼硅煤炭平均售价达到1200元/吨以上),动力煤平均售价在400元/吨--600元/吨,每年冬季是火电企业、城市供热企业用动力煤高峰期,价格都在600元/吨以上。<\/p> 11.三号矿井的初步设计和完成改扩建后,主要生产系统、井巷工程等都是按照90万吨/年生产能力设计和配置主要设备,今后不需要大的投入,就能达到90万吨/年生产能力。<\/p> 12.毗邻三号井田西部空白区面积约5.2km2,预测地质储量有8000万吨,煤种属于长烟煤+气煤,煤层牌号13号煤层,13号煤层整装没有开采,属于全区可采,前期勘探煤层厚度在3.5--9.0m之间,预测地质资源量8000万吨以上。三号矿井西侧毗邻塔什店煤矿空白区,库尔勒市、巴州人民政府已将此煤矿空白区列入自治区“十四五”煤矿规划开发区域。本公司也已向库尔勒市人民政府、市发改委、市自然资源局申请此煤矿空白区的开发权。煤矿空白区毗邻三号矿井,非常利于三号矿井开拓布置,****公司早已计划竞拍此空白区,竞拍成功三号矿井的资源量将增加到9500万吨以上,对于今后的矿井升级改造为120万吨/年以上将奠定良好的煤炭资源基础。<\/p> 13.自治区煤矿“十四五”规划调整塔什店矿区煤矿项目要把三号矿井有45万吨/年调整提高到90万吨/年,此规划库尔勒市人民政府已上报新疆自治区发改委。<\/p> 五.三号井田保有煤炭资源量及煤层分布情况:<\/p> 1.井田范围内估算的保有资源量5438万吨,煤种为气煤。<\/p> 三号井田分煤层保有资源量汇总表<\/p> 2.塔什店矿区三号矿井煤矿总体规划为塔什店矿区三号矿井,井田呈不规则形,有12个拐点圈定,自治区自然资源厅批复的矿区面积4.826km2,矿井采用斜井开拓井田方式,井田东西长2.0km~1.0km、南北宽3.5km~3.0km,煤层倾角为0-20度;<\/p> 3.三号矿井工业广场的生产、办公、生活用地面积合计84888平方米,其中生产划拨用地:72594平方米,办公出让5927平方米,住宅出让6367平方米,目前相关建设用地手续都已办理好。<\/p> 4.三号矿井煤炭资源:<\/p> (1)三号井田的勘查程度:2020年,新疆维吾尔自治区煤田地质局一五六队编制完成了《新疆库尔勒市塔什店煤矿区三号井田勘探报告》。井田的勘查程度满足矿井设计和建设的需要。<\/p> (2)井田范围煤炭地质资源量:自治区自然资源厅矿产资源储量评审中心以“新自然资储评[2021]29号”出具了评审意见书,矿山企业同时按照矿产资源储量管理的要求,在自治区自然资源厅进行备案;井田范围保有资源量54.38Mt。其中:探明的内蕴经济资源量( 331 ) 15.71Mt;控制的内蕴经济资源量( 332 ) 14.16Mt;推断的内蕴经济资源量( 333 ) 24.51Mt。矿井资源量丰富,完全满足0.45Mt/a--0.90Mt/a矿井建设的需要。三号井田范围有8号、9-3号、10-2号、10-4号和13号等五层可采煤层,煤层厚度在1.3m--4.0m属于中--厚煤层;井田内煤层属低变质烟煤,其变质阶段为(0~Ⅱ)阶段,煤类为45#气煤,煤质为特低灰~中高灰、特低硫、特低磷、中挥发分、富含油~高油、较低熔灰分~较高熔灰分的煤,由于煤中金属含量(铁、铝、钙等含量)极低,目前煤炭主要销售到疆内外市场主要冶炼硅之用,属于稀有煤种,供不应求,同时也是很好的工业和民用燃料。<\/p> (3)矿井开采技术条件:根据井田水文地质条件分析,并结合《煤矿防治水细则》的要求,从多个方面对比后确定矿井水文地质条件确定为中等类型;属于低瓦斯矿井;井田可采煤层具有煤尘爆炸性;各煤层的煤均属易自然发火的煤;井田范围内属地温正常区。<\/p> 5.三号井田范围内地质资源量54.38Mt,可采储量29.08Mt,按1.4的备用系数计算,0.45Mt/a生产能力服务年限为46.2a。<\/p> 矿井可采煤层5层,从上到下依次编号为8号、9-3号、10-2号、10-4号和13号,其中13号煤层未进行采动。<\/p> 通过2017年进行补充地质勘查工作,现已查明三号井田范围内地质储量为5842万吨,井田内的煤层赋存于侏罗系中统塔什店组(J2ts)及侏罗系下统哈满沟组(J1h)中。井田内控制的可采煤层合计5层,其中哈满沟组含可采煤层1层,为13号煤层;塔什店组含可采煤层4层,为8号、9-3号、10-2号、10-4号煤层。有新自然资储评[2021]029号文件“关于《新疆库尔勒市塔什店矿区三号井田勘探报告》矿产资源储量评审意见书”及矿产资源储量备案证明”佐证。<\/p> 6.三号井田各煤层煤种情况:<\/p> (1).8号煤层:煤层可采面积为3.89km2(含采空区1.15km2)可采面积占赋存面积的80%,为大部可采煤层。煤层含0—1层夹矸,结构简单,煤类为长烟煤+气煤,煤层稳定程度属稳定型煤层。煤层总平均厚度1.71m;煤层走向上西厚东薄,倾向上西厚东薄。与下伏9-3号煤层间距平均36.05m。为大部可采的稳定煤层。<\/p> (2).9-3号煤层:煤层可采面积为2.08km2(含采空区0.12km2),为局部可采煤层。煤层含0—2层夹矸,结构简单-较简单,煤类为长烟煤+气煤,煤层稳定程度属不稳定型煤层。煤层平均厚度1.45m;属薄-中厚煤层。与下伏10-2号煤层间距平均35.09m。煤层走向上厚度变化不大,倾向上南厚北薄。为局部可采的不稳定煤层。<\/p> (3).10-2号煤层:可采面积为4.21km2(含采空区1.42km2),为大部可采煤层。煤层含0—1层夹矸,结构简单,煤类为长烟煤+气煤,煤层稳定程度属稳定型煤层。煤层平均厚度1.84m,属薄-中厚煤层。与下伏10-4号煤层平均间距1.71m。煤层在倾向上由南向北厚度有逐渐变厚趋势。<\/p> 10-4号煤层:可采面积为4.64km2(含采空区1.42km2),为全区可采煤层。煤层含0—1层夹矸,结构简单,煤类为长烟煤+气煤,煤层属稳定型煤层。煤层平均厚度1.69m,属薄-中厚煤层。与下伏11号煤层平均间距187.59m。<\/p> 13号煤层:可采面积为4.89km2,赋存面积为4.89m2,可采面积占赋存面积的100%,为全区可采煤层。煤类为长烟煤+气煤,煤层稳定程度属稳定型煤层。煤层平均厚度4.31m;属厚-特厚煤层。13号煤层底板以下约50m为三叠系小泉沟组。总体走向上,西厚东薄,倾向上,南厚北薄。为全区可采的稳定煤层。<\/p> 以上各煤层煤类以45号气煤为主。<\/p>
